Governor Terry McAuliffe today proposed amendments to Senate Bill 1023, which would restore Virginia’s One-Handgun-a-Month law that was repealed by Governor McDonnell in 2012.
Senate Bill 1023 prohibits sharing of information regarding Virginia concealed handgun permits in the Virginia Criminal Information Network with law enforcement in states that do not recognize a Virginia concealed handgun permit as valid in the state. The bill requires the Department of State Police to maintain and publish online a list of states that recognize a Virginia concealed handgun permit as valid in the state. The bill does not create a private cause of action.

Better then expected were the numbers for calculating the ADM (Average Daily Membership) or enrollment calculation. The ADM as of March 30, 2009, is 12, 280 enrolled. This is even better than the last figures they communicated to the city a few weeks ago. The result is more state funding because more students “technically speaking.” If you look at how the ADM number is derived you can see that it is not just an enrollment number. It is a very complicated formula.

Curt Baker advised the Roanoke City School Board this morning at their meeting prior to the tour that they are “flat.” Meaning that including funding from the city, cost savings, some extra dollars from the ADM calculation they have no less and no more dollars to juggle. I asked Chairman David Carson if any of the assistant position could be saved and he said “no.” They will meet on the 11th to approve the budget.
When Council arrived students presented their design for the new School Bus Shelter to be located at the new William Fleming High School. This is the first picture in the slideshow. The new school is ontime and under budget and will be ready for the new school year beginning August 2009. The new stadium will follow shortly after demolition of the old school and Lawson Hall.
