Governor Terry McAuliffe completed his actions on legislation from the 2016 legislative session by signing House Bill 30, the biennial budget bill. The Governor used the line-item veto as was expected but added to placate the Republican base.
It would have removed the provision preventing him from expending or appropriating funds to implement expanded coverage under the Patient Protection and Affordable Care Act.
The governor struck 306.JJJ.4: “As a condition on all appropriations in this act and notwithstanding any other provision of this act, or any other law, no general or nongeneral funds shall be appropriated or expended for such costs as may be incurred
