Bill Carder has been “forced out” (as conveyed by multiple sources) of Downtown Roanoke Inc. as President and Chief Executive. Most recently he spearheaded a Request For Proposal to renovate the Market building but the DRI proposal was rejected by City Administration.  Prior to results of the RFP process being announced publicly by City Administration,  Carder furnished a copy of his proposal to Councilman Court Rosen. Rosen’s request to see DRI’s proposal was rebuffed by the City Manager, Darlene Burcham. This created a rift between Rosen and the City Manager. Burcham at Council’s retreat in September, 2008 explained to Rosen the legal implications for releasing information prior to award or rejection of any proposal. Strict laws govern Virginia’s Public Procurement Policy. Should suspicion of tampering or favoritism be suspected by any offerer it could result in a “challenge” that would compromise the City legally.

In a February 12, 2009 issue of  The Roanoke Times Larry Black who managed the downtown farmers at one time wondered about the use of the $250,000 grant received for specific downtown projects.  Black in his commentary said “the city has offered no plans for using the federal funds for the purposes set forth in the grant proposal.”  Carder had said that DRI had resubmitted the grant for the purpose of using the funds for renovation of the Market Building along with a request of an increase in the dollar amount.

There is no indication yet on why Carder was removed from his position. Further information may filter out soon and there is only speculation at this point. More as it becomes available.
